Tonga Integrated Urban Resilient Sector Project

The Asian Development Bank (ADB) approved a funding to work together with Government of Tonga (GoT) on the Tonga Integrated Urban Resilient Sector Project (TIURSP). The overall purpose of the project is to deliver improved, effective and climate resilient urban infrastructure in Nuku’alofa, Tongatapu. The project impacts will be to:

  1. Improve living standards in Nuku’alofa
  2. Increase resilience to existing extreme natural events and to the threat of climate change

The objective of the Project Implementation Assistance Consulting (PIAC) services to provide support to the Ministry of Finance as executive agency, and the Ministry of Lands and Natural Resources as the implementing agency, and the three Project Implementation Units (PIUs) which are the Tonga Water Board (TWB), Waste Authority Ltd (WAL) and Land Transport Division (LTD) of the Ministry of Infrastructure, to prepare and implement the community planning on water, waste and drainage sub-projects respectively. The National Spatial Planning Authority Office (NSPAO) under MLNR is the Project Management Unit (PMU) and secretariat to the Project Steering Committee.

The IURSP has the following four main outputs:

Output 1: Effective Flood Risk Management Infrastructure implemented

Output 2: Water Supply Services in Nuku’alofa Improved

Output 3: Public and Environmental Health Enhanced

Output 4: Urban Resilience Strengthened

Gender Action Plan (GAP):

There is a Gender Action Plan (GAP) developed with activities and targets, timeframe and responsibilities for all Outputs. In reference to Output 2, there is a GAP that focus on these targets:

Target 2.2 Gender-sensitive audio and visual materials developed to raise awareness at the HH level of safe water storage practices and water conservation. (Target: 6,000 households (Census 2016) including all female-headed households.)

The process began with hiring of an artist Mr Ogolotse Ntwaagae by Egis on the 03rd of October 2022, to produce 6 animation videos on safe water storage practices and water conservation including TIURSP. The artist completed the research and developed story boards/animatic approved by the project, and scripts to accommodate the following ideas for animations. The animation videos were completed and submitted with Tongan translation in October 2023.
